I did a party just like this for my husbands bday! We had about 75 people attend and it worked really well. In addition to the things you mentioned, I had a buffet style table with heavy appetizers. I decorated using bouquets of casino themed balloons – mylar and latex. I sprinkled the food tables with casino themed confetti. I had a local bakey make the cake to look like two playing cards. I also had shotglasses printed with the phrase “feeling lucky” and the date to use as favors, although given your age this may be inappropriate. I went to a local paint your own pottery place and decorated a platter with the same “feeling lucky” slogan in the middle and a different playing card in each corner. The pottery place gave me a pen that all the guests could sign their name on the platter with. This turned it into an autograph plate and made a really cool keepsake. At the end of the night, their were prizes… we did this by random drawing, but the catch was that each ticket “cost” a certain number of dollars. So if a person ended the night with a lot of play money then they would get more tickets and more chances to win. I had about 15 prizes and I wrapped each one in clear red cellophane and tied them with black and gold curly ribbon. Then we would draw a ticket number and that person got to come up and choose their prize… we did this until the prizes ran out. I did this for his 30th bday a year ago and people still talk about how much fun they had. If you would like pictures of anything you can email me – I’m hapy to share them with you!

It sounds pretty elegant!
Play songs from Vegas performers like Sinatra, Bette Midler, or from Casino Royale.
Feed your guests little nibbles – the kind that make your guests drink more, but portable to the gaming tables (such as on skewers or toothpicks) – some possibilities are olives on picks, crispbreads or chips with spicy salsa of some kind, nuts, quartered sandwiches held together with a toothpick, egg or spring rolls, or even cheaper stuff like sliced up quesadilla or pizza, chips in bowls. Make sure there’s lots of napkins.
You might also try some other drinks like champagne cocktails.

Play some Frank Sinatra and Rat Pack music.
Have appetizer-type buffet–chicken wings/drumettes; Swedish meatballs; cocktail weiners in BBQ sauce or wrapped in bacon; shrimp and cocktail sauce; make cheeseballs in the shape of cubes, cover with cream cheese and use black olive slices to decorate them to look like dice. Martinis would be great, but might not work for 18th party. You could try to come up with some sort of virgin martini. Have guests use play money to gamble with.

You could also include musicians and CRAPS (the game, of course)
