Yes, you are going to need lots of money.
First off, you are limited in where you can host such a business. American companies are not allowed to open online gambling web sites (with a few exceptions such as horse racing).
So you need to find a country and locale that is gambling friendly. Then you need to write your own software or buy some ready made.
Then you need to go online with enough money to pay out any big wins that people have right before you make any real profit.
You’d need a customer service staff to look after customer issues, and you’d need programmers to keep the software up to date. You need graphics people to work on your web site and promotional ads. And a webmaster or two to take care of the site.
Then you need to spend an insane amount of money on advertising to convince people that your site is better than the hundreds of other online casinos out there.
So yeah, it’s not something a guy can set up in his bedroom. Online casinos are a multi billion dollar industry.

It would be very expensive to set up your own. Even if you can build a basic website yourself, the task of building an online casino site is enormous. You may be better starting an affiliate site providing links to established casinos and get paid a commision for new members coming from your site. First check with your local authorities and make sure what you are doing is legal in your area. Online casinos are illegal in certain areas. Once you have all your legal bases covered, then you can worry about the money.
