The Online Casino Has Locked My Account, Will They Still Charge It To My Credit Card?

It depends on the reason why the account was locked. Generally, in case of questionable activity, they return your initial deposit in full less financial fees, if any.
If you block the credit card and request a charge back, they will put you on their list of cheating players and you will not be able to play at this and other casinos featuring the same software (Microgaming, Playtech, etc.)
I would contact the support anyway. Locking your account does not mean the casino wants to cheat you, they just protect theirself from fraud and may unlock the account.
