It depends on what software the casino is powered by. Playtech software run casinos allow spinning without wagering. But remember there are always ways around free spinning on casinos of different software like RTG. And remember too, only a very small percentage of online roulette players play strategies and systems using roulette patterns. The slots players generate over 80% of casinos profit.

Maybe some online casinos are going for realism. If you’re sitting alone at a real table they won’t spin the wheel without a bet.
I hope you don’t think waiting for particular numbers or a sequence actually does anything. No system works in the long term at the roulette wheel. Anyone who tells you otherwise is an idiot or a con artist.
