most of the time the government will include things in bills that they want to keep hidden from the public. they include them with things that will get all the attention so that they can slide it through and make it law without the public paying any attention

Well if you KNEW Govt you would know WHY. This is Govt 101. Attach a measure to a bill that you know will pass. Then if the Port Security didn’t pass, because the gambling, you simply blame it on the opposing party being against security. Truth is that the online gambling ban proably would have had a good chance anyway.
